Building
Permit
A Building Permit is an official administrative authorization issued by the Urban Planning Authority allowing the legal execution of construction or technical works on a property. Its purpose is to ensure that every project complies with urban planning regulations, enviromental standards and building codes, maintainining order and safety in the built environment.
Legal Framework
The issuance of building permits in Greece is primarily governed by:
- Law 4495/2017 (“Control and protection of the built environment”)
- New Building Code (Law 4067/2012)
- Ministerial Decision for the electronic permitting system e-Adeies
- Special decrees and urban planning regulations applicable to each area (e.g., General Urban Plans, Zoning Plans, etc.)
Τypes of Building Permits
Building permits may be issued for:
- New constructions or extensions (vertical or horizontal)
- New Building Code (Law 4067/2012)
- Change of use of an existing building or space
- Restoration, reinforcement, or reconstruction of a structure
- Demolition of existing buildings
- Installation of prefabricated or temporary structures
Issuance Procedure
The process is carried out electronically through the e-Adeies online platform and consists of two main stages:
A. Building Approval
Verification of planning and ownership data
(zoning, plot suitability, permitted use, etc.).
Submission of:
- Topographic diagram
- Site coverage plan
- Property titles
Certificates and approvals from relevant authorities
(Archaeological Service, Forestry, Ministry of Culture, etc.).
B. Building Permit - Final Approval
Submission of detailed design studies, including:
- Architectural drawings
- Structural design
- Electromechanical studies
- Energy performance study
- Fire safety study, etc.
Upon approval, the permit is issued electronically, assigned a
unique permit number, and remains valid for 4 years.
Building permits remain valid for four (4) years from their issuance date for the erection of new buildings, and for one (1) year in cases of demolition or excavation works.
Renewal is possible provided that construction has commenced or upon a duly justified request by the owner prior to the permit’s expiration.
